This Japan session will be held online.
Taiwan and Japan have had a long friendly economic and cultural relationships with over 100 years. It started from exporting lumber of Alishan, importing flower tiles, KANO baseball, Wushantou Reservoir and , Hunan Waterway, Momofuku Wu etc. And this relationship continues and develops until now. In addition, all the Japanese people and the Japanese government never forget the Taiwanese people’s supports to the big earthquake East Japan Earthquake in 2011. To extend and to develop the economic and cultural relationships between Taiwan and Japan in the future, we have decided to have the Japan Session at the 14th SME Conference hosted by National Chung Cheng University (CCU).

日本セッションについて
日本と台湾は100年以上の長きにわたり経済的、文化的な友好関係を維持してきました。阿里山檜材の日本への輸出から始まり、和製マジョリカタイル（花タイル）が台湾に輸入されました。さらに1931年には嘉義農林学校が甲子園で準優勝を飾り地元嘉義では多くの市民が熱狂しました。同じ時期に当時世界一の規模を誇る烏山頭水庫（通称八田ダム）と嘉南大圳（水路）が竣工し不毛の地と言われた台南は大穀倉地帯に変貌を遂げました。またチキンラーメンとカップヌードルの生みの親である安藤百福氏（日清食品株式会社創業者）は嘉義県の生まれです。こうした密接な諸関係の中、私たち日本人にとって感謝してもしきれない出来事が2011年にありました。東日本大震災の被災地に台湾から物心両面にわたる支援が世界の国々に先駆けて行われました。台湾政府はもちろんのこと、街角のパン屋さんから小学生までもが寄付金を提供してくださいました。その総額は260億円もの巨額にのぼり、例えば津波により壊滅的な被害を受けた南三陸病院の復興がこの寄付金によって可能となりました。
私ども国立中正大学管理学院はこうした日台関係をこれからも発展させていくために本学院が登番校として主催する第14回中小企業コンファレンスにおいて日本セッションを開催することにしました。本セッションには、日台両国の多くの組織がご後援団体としてご支援くださっています。

日本セッションのタイトルは「新しい資本主義」です。これは基調講演者のお一人である原丈人氏がかねて主張されていた「公益資本主義」の理念、思想を基礎とし、岸田文雄首相が打ち出そうとされている経済政策の柱です。

George Hara
Topic: Public Interest Capitalism
– It is the Time to Change Economic System –
George Hara plays an important role in our modern society as a revolutionist. His main jobs now are as follows.
(1) President of Alliance Forum Foundation (USA and Japan, an official advisory organization of the United Nations)
(2) Councilor of Prime Minister Kishida’s Cabinet Office (the Japanese government)
(3) Visiting Professor of Master of Business Administration and Honorable Professor of Medical School, The Chinese University of Hong Kong (China)
(4) HKSTP Special Councilor of the Hong Kong Government (China)
He used to be CEO of a venture capital company (the 2nd largest in the USA) and PC Software company (the 2nd largest in the world). He occupied an honorable position of co-chairperson of Advisory Committee of US Republican Party. In addition, he served the positions of Ambassador Extraordinary and Plenipotentiary of the United Nations, Councilor of the Ministry of Finance and Cabinet Office of the Japanese government.
He has advocated Public Interest Capitalism in the world to generate the rich people with higher education.

Jitsuro Terashima
Topic: Sound Economic System
Mr. Jitsuro Terashima is President of Japan Research Institute and President of Tama University.
He was born in Hokkaido in 1947. In 1973, he completed the master program at Waseda University. His major was Decision-making Theory in political science.
He started to work at Mitsui & Co., Ltd. in 1973. From 1991 to 1997 he occupied a position of General Manager of Mitsui’s Washington, D.C. Office.
In 1999 he was promoted to the position of President and CEO of Mitsui Global Strategic Studies Institute. In 2001 he moved to a position of President of Japan Research Institute Ltd. From 2002 to 2009 he taught at the Institute of Asia-Pacific Studies of Waseda University. From 2009 he has become President of Tama University.
In 2010 he was awarded an honorary Ph.D. degree from Waseda University.
In addition, he has been committee members of the Japanese government, He wrote many books and articles.
◆Panel Discussion Roundtable
The Panel Discussion Roundtable will be held after the 2 keynote speeches. The time is from 15:50-17:00 (Taiwan time), 16:50-18:00 (Japan time) on May 14th, Saturday. The topic is “Taiwan and Japan SME Exchange in the future”. 2 Japanese and 2 Taiwanese panelists will have a ten-minutes presentation each. After the presentations, they will discuss the SME exchange in the future for 20 minutes. Positive questions and opinions from the floor are very welcome.
In both Taiwan and Japan, the majority of the companies are SMEs, they contribute to the economy in many fields. In addition, some of the SMEs are very proactive to expand the business to the foreign countries. Just like the Taiwanese products and foods are popular in Japan, the Japanese products and services are also popular among the Taiwanese people.
Mr. Aizawa is thinking to introduce a special Sushi to Taiwan. In addition, he has been paying every effort to develop the Taiwan and Japan friendship. Mr. Ho is CEO and Chair of a medical device company and EMBA of CCU. Mr. Nishikawa is making an archery bow and a Taiwanese athlete has been using it. Professor Fang is promoting the Alishan coffee and honey to Japan. Her major is the aboriginal people.
Four panelists are expected to share their thoughts about developing the exchange programs between Taiwan and Japan. Professor Toshifumi Takada, CCU, is a coordinator of this Panel Discussion Roundtable.
◆Introduction of Panelists and Coordinator
1. Mr. Mitsuya Aizawa
Mr. Aizawa is the owner of a long-established sushi restaurant Tachibana in Sendai. He has contributed to the society (Miyagi Prefecture) for a long time as the Chairman of Miyagi Prefectural government, CEO of Sushi cooperative organization, and Representative Miyagi Prefecture Japan-Taiwan Friendship Association. He is very positive to develop a new sushi with the sushi shop owners of younger generation. He appreciated the Taiwanese peoples great help to the recovery of East Japan Big Earthquake.
2. Mr. Johnson Ho
Mr. Ho is CEO of Winning Medical Inc. and Chair of the Taiwan Federation of Medical Devices Commercial Association. At the same time, he is an EMBA student at National Chung Cheng University. He has contributed to the medical device industry and he was awarded as the distinguished business person by the Taiwanese government’s Ministry of Economic Affairs. He is always ready to learn every business and knows many Taiwanese SMEs.
3. Mr. Akihisa Nishikawa
Mr. Nishikawa is CEO of Nishikawa Manufacturing Company Ltd. in Edogawa City, Tokyo. The main products are the precision machinery. He is very proactive to develop new products; archery bows for the athletes, new electricity vehicles... etc. In addition, he is promoting business seminars in Tokyo and this is well known by the Japanese government.
4. Professor Hui-Chen Fang
Professor Fang, National Chung Cheng University, has made research focusing on the Taiwanese aboriginal industry. There are 18 aboriginal people groups. They have a different culture and customs. The total population of them is 2% (570,000) of Taiwanese people. Dr. Fang has been involved in the development of Alishan aboriginal tribal industry for nearly 8 years, and has coached tribal youth to start businesses. She has begun a promotion program of Alishan Tsuo people’s coffee and honey in Japan with IBA. These products are natural without spray and chemical fertilizer. She is very active and often maintains a friendly and close interaction with the small farmers of the Alishan tribe.
Coordinator Toshifumi Takada
Dr. Toshifumi Takada has been teaching in National Chung Cheng University since 2018. Before coming to Taiwan, he was Professor of Tohoku University in Sendai City, Japan. He is a distinguished academician in research of accounting and auditing. At the same time, he was holding the position of Vice President of Tohoku University, President of Japan Auditing Association, and he contributed to the many services for the Japanese government; Financial Service Agency, Ministry of Finance, Ministry of Education. These contributions were evaluated and he was invited to the Garden Party hosted by Emperor.
◆基調講演 アライアンス・フォーラム財団会長 原丈人
原氏は現代社会の変革者として重要な役割を果たされています。氏の現在の主要なお仕事は下記の通りです。

また、先生は米国第2位のベンチャーキャピタル、世界第2位のパソコンソフト開発メーカーの経営者を経て、米国共和党ビジネス諮問会議名誉共同議長、
国連政府間機関特命全権大使、財務省参与、内閣府参与等の要職を歴任されてきました。そして、公益資本主義を主唱し、教育を受け豊かな中間層を生み出すことを世界各地で実践していらっしゃいます。

◆基調講演 日本総合研究所会長 寺島実郎
寺島先生は1947年北海道生まれです。1973年早稲田大学大学院政治学研究科修士課程修了後、三井物産に入社され、三井物産ワシントン事務所長、三井物産常務執行役員、早稲田大学大学院アジア太平洋研究科教授等を歴任し、現在一般財団法人日本総合研究所会長、多摩大学学長でいらっしゃいます。国土交通省 国土審議会計画推進部会委員、経済産業省 資源エネルギー庁総合資源エネルギー調査会基本政策分科会委員等、国の審議会委員も多数務められました。多数の著書及び論文を公にされています。サンデーモーニングはじめメディア出演に多く出演されています。
◆パネル討論会「日台中小企業交流の将来」
パネル討論会は、基調講演後に開催されます。各パネリストがプレゼンテーションした後、パネリスト全員で日台中小企業交流について討論します。最後に参加者からのご意見、ご質問をいただきます。
ご承知の通り、日本でも台湾でも企業の大多数は中小企業であり、経済社会に対して重要な貢献をしています。加えて中小企業は海外進出にも積極的です。台湾製品や食品が日本で人気を博しているのと同様に日本製品と食品も台湾の人々に広く愛用されています。パネリストのお一人の相沢氏は仙台のすし組合が共同開発したちらしずしを台湾に紹介したいとお考えですし、氏は長年日台の交流活動を続けてきました。何氏は医薬品会社を経営すると同時に国立中正大学管理学院の社会人経営大学院生でもあり台湾の中小企業のことをよくご存知です。西川氏の会社が製作した洋弓は台湾の選手が使っています。方氏のご専門は台湾原住民研究であり、阿里山コーヒーとハチミツの日本におけるプロモーションをお考えです。
パネリスト皆様には日台中小企業交流について知見をご披露いただき、司会進行役は国立中正大学管理学院の高田敏文が担当いたします。
◆パネリストと司会進行役のご紹介
1. 相沢光哉
相沢氏は仙台市の老舗すし店「橘」のオーナーです。同時に氏は長い間宮城県議会議員（議長）として地域社会に多大な貢献をされ、また宮城県日台親善協会代表として日本と台湾の交流事業の先頭に立たれてきました。さらに仙台市寿司共同組合理事長をされていたときに仙台湾でとれた魚種を使い、ちらし寿司「仙台づけ丼」を開発、地元のすし店で広めています。氏は東日本大震災のときに台湾からいただいた物心両面にわたる大きなご支援に心から感謝し、返礼のために台湾に何度も訪問されました。
2. 何英奨
何氏は永英有限公司総経理、中華民国医療器材商業同業公会連合会理事長です。氏は国立中正大学管理学院社会人経営大学院（Executive Master of Business Administration (EMBA)）の学生でもあります。氏は医療器材産業の発展に大きな貢献をされてきたことから2021年台湾政府産業省から卓越した経営者として表彰されました。氏は勉強熱心で台湾の中小企業についてたいへん広く、深い知見をお持ちです。
3. 西川喜久
西川氏は株式会社西川精機製作所（東京都江戸川区）の代表取締役社長です。同社の主力製品は精密機械装置ですが、氏は新製品開発にも積極的であり洋弓や超小型電動ビークルの開発にも携わっています。また、氏は東京都の中小企業交流について区と市の行政の境界を越えた交流活動をされており、日本政府経済産業省からも中小企業庁からもその活動を高く評価されています。
4. 方慧臻
方氏は国立中正大学教授、ご専門は台湾原住民研究です。台湾には18部族の原住民が各地に居住しており、それぞれ独自の文化を持っています。原住民の人々は台湾全人口（2,300万人）の2%（57万人）を占めています。氏は研究と同時にこの8年間原住民への産業支援、若者の起業支援活動に従事されています。阿里山Tsuo族が作っているコーヒーとハチミツ（自然農法）を日本へプロモーションするプログラムを2021年から新しく開始し、阿里山の農業従事者と親しく交流されています。
高田敏文 司会進行
高田氏は2018年から国立中正大学管理学院の教授として教鞭をとられています。台湾に来る前、東北大学（仙台市）教授でした。氏は会計と監査についての卓越した研究者であり、と同時に東北大学理事をはじめ日本監査研究学会長、会計大学院協会理事長、財務省、金融庁、文部科学省の委員会委員等を歴任されました。こうした社会貢献が評価され氏は天皇陛下主催の秋の園遊会に招待されました。
